William Hague: bloc understanding gives Lib Dems right to abstain

William Hague, the new Foreign Secretary, insisted currently that the Conservatives and Liberal Democrats were joined in bloc but certified that the agreement in in in between the dual parties enclosed the right to refrain over divisive issues.
